Assessing the Impact of Workplace Talent Magnets on Public Sector Transparency in Southwest Nigeria: The Mediating Role of Digital Governance

Abstract :
Transparency remains a persistent challenge in many public sector institutions in Nigeria despite several reforms aimed at improving accountability and service delivery. While several studies have examined digital governance and transparency in public administration, limited attention has been given to the role of workplace talent magnets in promoting transparency within public institutions. Therefore, this study assessed the impact of workplace talent magnets on public sector transparency in Southwest Nigeria, with digital governance serving as a mediating variable, and was anchored on Institutional Theory. A quantitative research approach was adopted using a structured questionnaire distributed through both soft and hard copies. A total of 354 copies of the questionnaire were distributed to civil servants across Lagos, Oyo, and Ogun States and only 326 were correctly completed and returned, representing a 92.1% response rate. The collected data were analysed using Structural Equation Modelling–Partial Least Squares (SEM-PLS). The findings revealed that workplace talent magnets significantly influence digital governance and public sector transparency, while digital governance also demonstrated a strong mediating effect in strengthening the relationship between talent attraction practices and transparency in Ministries, Departments, and Agencies. These results indicate that attracting and retaining skilled employees improves the adoption and effectiveness of digital governance systems, which in turn enhances transparency in public administration. The study recommends that government institutions should strengthen talent management policies, promote merit-based recruitment, and invest in digital governance infrastructure to improve transparency and accountability. The policy implication of the study is that integrating strategic talent management with digital governance reforms can significantly improve transparency and overall governance performance in public sector institutions in Southwest Nigeria.
